Bug 2161 – [UPDATE] increase sanity of em8300-libraries-0.12.0 ebuild

This is a simple update for the em8300 libraries package which makes it keep its
files in a more sane location and I'm not sure if the em8300init script would
work for everyone before... it should now.

This also now includes an improved description so that it will have more search 
hits by people looking for support for this hardware (see bug #1768)

I can't pull the tar balls for this bug and bug 2163.  Can't resolve the host
name for www.lostlogicx.com.
