portage-2.1.4.4 ignores some lines in package.mask


Reproducible: Always

Steps to Reproduce:
1.add =sys-devel/libtool-2.2 to /etc/portage/package.mask
2.add =media-gfx/fontforge-20080302 to /etc/portage/package.mask
3.emerge -uDpv world

Actual Results:  
portage will honor the line =sys-devel/libtool-2.2 but will not honor the line =media-gfx/fontforge-20080302 and try to install that version anyway

Expected Results:  
a world update should not try to install the masked version of media-gfx/fontforge
