Go to: http://bugs.gentoo.org 
Click 'Report a Bug - using the guided format' 
Click 'Gentoo Linux' 
Scroll down to 'Step 2 - give information' 
Some lines below, there is a listbox 'Components' 
Select 'Portage' 
 
You will see a lot of help text on the right side of the box. It's much more, than fits in the 
available space, so it's cut off. 
 
I use Konqueror 3.1.1 
Configuration changed: Fonts: 
Minimum Font Size: 10 
Medium Font Size: 12 
 
I can reproduce the error in galeon-1.2.8 and mozilla-1.2.1

This bug is rather old and works for me... Using Phoenix and Mozilla. I think
they just needed to update the browsers to include the scrollbar within a
page.
