emerge media-video/mkvtoolnix-2.1.0 fails with configure: error: Could not find the PCRE C++ library

Reproducible: Always

Steps to Reproduce:
emerge media-video/mkvtoolnix-2.1.0 (with USE="bzip2 flac lzo qt4 wxwindows")
Actual Results:  
 * ERROR: media-video/mkvtoolnix-2.1.0 failed.


Expected Results:  
emerge of mkvtoolnix
