AMD64's app-emulation/cedega-5.2.3 ebuild needs to depend on app-emulation/emul-linux-x86-compat-1.0-r3

Without depending on this package cedega's acceleration for ATI proprietary drivers is useless.

Reproducible: Always

Steps to Reproduce:
1. Remove app-emulation/emul-linux-x86-compat-1.0-r3
2. Run cedega
3. Run the video test in cedega

Actual Results:  
Acceleration will fail.

Expected Results:  
Acceleration will fail.

none of the libs in x86-compat should affect cedega as every library cedega needs is provided by a multilib build of glibc and gcc, plus the libs from the xlibs/soundlibs packages
