I just upgraded [2/12/2003] to Gnome 2.2, and was playing around with the
themes.  I found that when you install an icon set (such as one found at
http://art.gnome.org/theme_list.php?category=icon), they are copied into
~/.themes, instead of ~/.icons .  I had to manually copy them over to get them
to work.  

Reproducible: Always
Steps to Reproduce:
1. Click on the Gnome foot
2. Click on 'Applications'
3. Click on 'Desktop Preferences'
4. Click on 'Theme'
5. Click on 'Details'
6. Click on 'Icons'
7. Click on 'Install theme...'
8. Click on 'Browse...'
9. Browse to an icon set of your choice (download one here at
http://art.gnome.org/theme_list.php?category=icon).  Just browse to the root of
the directory of the icon set, don't click on any files.
10. Click on 'OK'
11. Click on 'Install'

Actual Results:  
After the icon set is installed, it is copied over into ~/.themes

Expected Results:  
They should be copied into ~/.icons

I am using Gentoo1.4_rc2 stable, with USE="-alsa cups" on a dual AMD CPU MP
system and CFLAGS="-march=athlon-mp -O3 -pipe -mmmx -msse -m3dnow"; also using
vanilla-sources-2.4.20.

Linking ~/.themes to ~/.icons is a quick workaround, but shouldn't have to be done.

is this gentoo specific, is there a gnome bugreport about it ?

i think you're wrong btw, .themes is where the icon themes should go. .icons is only for cursors ?

Closing, unless you come with good proof (docs), feel free to reopen.
