I have xeffects (layman) installed. 
kde-libs 3.5.5-r5 is stable but it is masked in xeffects. 
This is the result:

- kde-base/kdelibs-3.5.5-r5 (masked by: missing keyword)

Don't restrict bugs without any reason. Just leave the checkboxes alone if you have no clue what they are used for.

Reopen with emerge --info and attach the ebuild from the overlay.
