Kindly review http://bugs.gentoo.org/page.cgi?id=fields.html#bug_severity and note that FEATURES="stricter" is not intended for users.

Not reproducible at all, if you have ExtUtils-MakeMaker installed then unmerge it.

hmm, I searched at forums.gentoo.org and found a entry that I have to upgrade "portage" - now is portage-2.1.1-r1 installed and the package libapreq2 is installable.

this bug _is_ reproducible on some packages - look at: http://bugs.gentoo.org/81745.
