emerge -C nvidia-settings fix the problem. IMHO, Developers should be report to users about nvidia-settings.

Where do you see *any* mention of nvidia-settings above? It's simply not true, I have just installed it, no block whatsoever, also read Comment #9 - nvidia-settings doesn't block anything at all. Which version of nvidia-settings did you install?
