When saving a file using non-English characters (such as í and ú) in Gimp 2.3.11, the characters get badly mangled in my iso-8859-1 environment.

Steps to reproduce:
1) Launch GIMP and open/create an image.
2) File, Save As...
3) Enter a file name containing non-English characters (such as plaça-reial.jpg) and save.
4) View the directory contents in Konqueror and observe the accented character gets mangled (plaça-reial.jpg in this example).
