This is probably an upstream problem, but I still post it here in case some other people come across it. I reproduced this problem 2006.0, 2006.1, ppc and x86. When gtk-engines-qt is installed, a control panel is added to the kde control centre under appearance&themes. For user using tcsh instead of bash as their login shell (I deal with such people, chemists, they have plenty of script in csh or tcsh, so that's what they are familiar with) the panel in question is not displayed, instead we have the machine info usually displayed when you open the control centre. It sounds funny and did give rise to plenty of experiments but after testing. changing the loging shell from bash to tcsh is really what cause the problem. I haven't tested other shell, but it is possible that gtk-engines-qt is bash centric.
