gnap_make version 2.0 exits with error when attempting to build an extension with no useflags declared in extensions.conf. Adding any useflags for the extension will make it build successfully. I also had the same problem, but it appears that it was a Catalyst bug that was fixed in 2.0rc45
The GNAP project has been discontinued, its removal was acknowledged by steev.
