Uhm, some steps to reproduce the bug? Like, in which stage of install does this occur or whatever other relevant info.
It is "always" reproducible and I have tested it on another System which is installing parrallel to the first one with the same USE-Flags, etc. This error occurs at emerge --emptytree system right after bootstrapping the system. I was able to fix this with adding apache manually to /etc/group and /etc/passwd. I guess in this early stage of installing groupadd and useradd, etc is not available. This is a stage1 install.
