spawn-fcgi depends on PHP
apperently mod_php is the default virtual for php

spawn-fcgi should depend on php-cgi instead of php.

No, it shouldn't; emerge dev-lang/php with USE=cgi first, the dependencies are correct and the default virtual will be changed when the needed PEAR ebuilds are stable.
