Irssi has complete UTF-8 support, although it does require a user to set an option.

/set term_type UTF-8

For channels where non-ASCII characters are often exchanged in non-UTF-8 charsets, the /recode command may be used to convert the characters. Type /help recode for more information.

I don't have a utf-8 system, so it may be my fault, but my irssi doesn't even know about a recode command. Is it possible that this feature is missing in my version (0.8.9) or something? Maybe it's a script that needs to be installed?
Sorry if this a bogus bug report, just stumbled over it and thought it could need some fixing.

It's been introduced in 0.8.10, released officially 20 days ago.

Hopefully, it'll be keyworded stable soon.
Can't remember why we documented it as it was not in the stable version yet, but it should be a no-issue soon enough.
