/usr/share/doc/tetex-3.0-r2/index.html states that there should be the tetex
manuel called TETEXDOC.pdf in /usr/share/texmf/doc/tetex/. There is only a file
called eurotex98-te.pdf. Can't find it anywhere else either.

AFAIK it refers to: www.tug.org/tetex/texmf/doc/tetex/TETEXDOC.pdf but, as you
said, this file is not in the tetex distribution.

I just found it while using texdoc.
$ texdoc TETEXDOC
works. A DVI viewer opens and shows the file. It is located at
/var/lib/texmf/doc/tetex/. A rather strange place, isn't it? So a symlink or
moving that file (or the files in that directory) to /usr/share/texmf/doc/tetex/
would solve that very small but maybe confusing problem.

In the tetex distribution the TEXMFMAIN is set to /var/lib/texmf, and that is the correct location since it contains the runtime files.
So the error is in the index.html file that shiped with tetex-3.0-r2, but we have since moved on to tetex-3.0_p1 which doesn't contain this bug.

But anyway, the best way to get the documentation is always to use texdoc.
