Without internet connection, is is not possible to get commnand line options.

Steps to Reproduce:
$ ppmtopgm --help
ppmtopgm: Use 'man ppmtopgm' for help.
$ man ppmtopgm
...

Please refer to <http://netpbm.sourceforge.net/doc//ppmtopgm.html>.



Expected Results:  
While packaging, do:

wget -Nr -np http://netpbm.sourceforge.net/doc/

This documentation should be available in /usr/share/doc/netpbm-* netpbm ebuild.

Maybe it is also possible to use html2man and replace unusable man pages.
