Bugzilla Bug 91133

When I upgrade the penguin-command port to 1.6.9, it doesn't finish compiling,
complaining of a missing sdl-image library. Emerging media-libs/sdl-image fixes
this. BTW, otherwise this is a nice upgrade - sound works in this game now
whereas before it didn't on my system, so if that is connected to sdl-image's
being part of the port removing that dependency would be a regression.

Reproducible: Always
Steps to Reproduce:
1. Older penguin-command installed
2. emerge --update --deep world


Actual Results:  
./configure step of penguin-command port bombs mentioning missing sdl image.

Expected Results:  
compiled smoothly, upgrading to new version.
