If I specify the 'doc' use flag when installing the servletapi-2.4-r1 ebuild,
it does NOT install the actuall documentation (also a problem for older
versions of ebuild).

Reproducible: Always
Steps to Reproduce:

Installed jar files, but no documentation 

Expected Results:  
Installed the documentation in /usr/share/doc/servletapi-<version>

Fix to problem

This solves the problem.  The javadocs are NOT generated in the 'dist'
directory as assumed by the ebuild, but in the 'build' directory
