Bugzilla Bug 76174

Mirror for sys-apps/acl does not work and doesn't allow to download from
default mirror. As a consecuence, you have to manually download the file
acl-2.2.27.src.tar.gz and put it on /usr/portage/distfiles
It might affect as a dependence to other packages like samba.

1. emerge acl
