This bug should be used to track bugs encountered in our uclibc profiles where
USE=nocxx does not play along with emerge -e system starting from a stage1

Anything that's not a part of 'system' that does not work with nocxx is not
covered by this bug.

in order for this to be a useful test, the system MUST be running
gcc-config-1.3.7-r5 or better and have run it first

i updated the later versions to delete the C++ wrappers if the selected
toolchain didnt support C++ ... in this case, we would no longer have /lib/cpp
or /usr/bin/{c++,cpp} which, in reality, were causing most of our C++ problems
in a stage1 (like gettext failing /lib/cpp sanity check)

python itself seems to need to imply that nocxx = build; for now I opted to use
build in my package.use for python
