PyPanel 1.3 is out and needs an ebuild in portage

Fixed. Available for testing on x86 and ppc as x11-misc/pypanel-1.3

the new ebuild containing the warning about removing pypanelrc as well as
informing users of the new tray icon area

It is my first ebuild, but I only edited the old one. I would appreciate if
someone verified this before so I don't look like a fool. It does however work
when I put it my overlay dir and run ebuild digest.

Please use Douglas's ebuild.  His ewarn addition is critical for this update.
