Ebuild for Curses::UI Perl Module

I've tested this with a private updated version of the Lire ebuild, and it
seems to work properly.

This should be added to the Portage tree so that Lire 1.5 can build properly.

Added in CVS. Marked for ~x86 for testing. Added dependency on
dev-perl/Test-Pod as it's required according to Curses::UI's Makefile.PL
(Test::Pod was already in portage). Please test.
