Description:   Opened: 2004-03-30 12:45 0000 
Heartbeat 1.2.0 has a bug that is tiggered under these circumstances:
 - auto_failback on
 - heartbeat stop on active node
 - heartbeat start within deadtime

Resources don't get migrated back to the restarted node.

Attached patch (also in current heartbeat CVS) fixes the problem.
