Just renaming the old *-0.2.3.ebuild didn't work, see:
http://bugs.gentoo.org/show_bug.cgi?id=38807#c2
because of a small bug in src/racoon/Makefile.in

Created an attachment (id=24733) [details]
ipsec-tools-0.2.4.ebuild

This ebuild fixes the above mentioned bug directly with the help of sed, so no
patch is needed.

I'm closing this as fixed as 0.2.4 is in Portage already; I just manually
dosbin'ed the racoon executable instead.
