I had THE SAME error with libpcap 0.8.1 but i fix (around) it.

1.emerge sync
2.emerge -u world
3.

Actual Results:  
It didn't update. (See details)

Expected Results:  
It should update. :D

See details. I think that .tar.gzs are broken.
