Shame on seemant! haha The configure script in the quota package perfectly
detects and configures if tcp-wrappers is installed. I only made
DEPEND="sys-apps/tcp-wrappers" into DEPEND="tcpd? (sys-apps/tcp-wrappers)".
Version 3.09 seems to be pretty stable in my testing as well.

I am not attaching any files/ files because there are no changes.

According to the ChangeLog, you made that change 2 days ago. I started working
on fixing this two days ago. In any case, thank you for fixing the problem,
and maybe the version bump would be nice too.
