This monday I've updated (still updating :)). eselect news told me about the updating from xorg-server-1.3 to xorg-server-1.5 (I'm not using hal, so in my case it was entirely useless warning) At the same time gcc was updated from 4.2.1 to 4.3.2-r3. But about this, much more important update, eselect news told nothing. I think, such cases, as update of gcc should be ALWAYS mentioned in eselect news. As a reminder to change gcc profile (i.e. gcc-config $new_profile) and use http://www.gentoo.org/doc/en/gcc-upgrading.xml
Not sure about to whom I should assign it, but as the author of the X.org news I want to provide my two cents: 1.) A GCC does not automatically take effect on your system, so you have all the time to follow the upgrade guide which is mentioned in postinst messages. X.org will immediately "break" your system. 2.) The news items are relatively new and there are only four items yet. People don't remember the news facility when doing big changes, so I try to spread the word (see planet.gentoo.org and several mailing lists). If you ever have a good idea what should be a news item, write to the -dev mailing list.
the gcc upgrade was painless you didn't even need to follow that gcc-upgrading doc because it was a minor update with no ABI changes. the xorg upgrade was painful.
Package maintainers write the news items shown in eselect, usually after some discussion on the -dev list. PR doesn't write 'em, as we don't do ebuilds/tree commits.

There is already the upgrade guide, and there was nothing of any consequence with this upgrade. If we have a painful upgrade, we'll definitely take advantage of eselect news.
