There is a file colission between the cited ebuilds regarding the file
/usr/share/man/man3/error.3.bz2

Reproducible: Always

Steps to Reproduce:
1.Install sys-app/man-pages-3.17
2.Then try to install mail-mta/netqmail-1.05-r8
3.

Actual Results:  
I received an error from emerge stating that a file colission has been found.

Expected Results:  
Successful instalation of netqmail
