The current experimental version of simutrans is simutrans-0.82.5exp
The current version of the ebuild, in Gentoo Unstable, cannot download
simutrans-0.82.3exp.
So I just copy simutrans-0.82.3.ebuild to simutrans-0.82.5.ebuild ans it works.

Steps to Reproduce:
1. ACCEPT_KEYWORDS="~x86" emerge simutrans

Actual Results:

Expected Results:

Simutrans 0.82.5 ebuild

Simutrans 0.82.3 doesn't exist anymore, new version is released. You could use
this ebuild or just change 3 to 5 in ebuild name.
