This would be helpful for packages where one use-flag needs another enabled to
build.
Tangentially related to bug 238887, but the topic of that bug seems to have
wandered.
This is a special case of automatic use deps, but easier to implement, it seems
to me, since it's all in the same package.

It's interesting that circular RDEPEND happen to be useful as an interim
solution for some cases of bug #238887, but I'm afraid that the approach is
unappealing due to it's hackish nature. So, rather than try to cater to this
special case, I would much rather implement auto-enabling for all kinds of use
deps. It will certainly be more work to implement a general solution, but not
so much that we should be resorting to special case solutions.
