Sounds like a texlive migration glitch -- probably texlive-core maintainer and tex team can help out here (if not they can reassign to the bacula maintainer, who is currently cc-ed)
sample file that triggers the problem: \documentclass{article} \usepackage{html} \usepackage{url} \begin{document} \htmladdnormallink{foo}{\url{bar}} \end{document}
simpler one: \documentclass{article} \usepackage{html} \usepackage{url} \begin{document} \url{\url{foo}} \end{document} now remove the \usepackage{html} line and it doesnt fail... I'm still unsure if this is a conflict or just hyperref being more clever now and using \url{} itself. I'll probably attach a patch for bacula soon.
maybe related to bug #240980 now that i think about it...
That seems to be a migration glitch: now the hyperref packages handles urls & cie better, but that causes such weird issues. I'll attach a patch to the bacula tex sources. Reassigning.

For now, I removed the doc USE flag from 3.0.2. I'll re-add the docs package as soon as it's building with texlive.
