emerging fluxbox 1.1 fails. The app builds ok but fails at the [sandbox] installation phase. I'm having the same error with a similar setup.
I'm having the same error with my configuration: Portage 2.1.4.4 (default/linux/x86/2008.0, gcc-4.1.2, glibc-2.6.1-r0, 2.6.25-gentoo-r7 i686
Confirming too on x86 (default/linux/x86/2008.0, paludis-0.28.2, gcc-4.3.1-r1, glibc-2.8_p20080602, kernel: 2.6.26-gentoo-r1)

A bug is not closed till the fix is in tree.

I've checked in fluxbox-1.1.0-r1 that has a more complete fix, please upgrade. Also, you will want to replace your local ~/.fluxbox/windowmenu with the new /usr/share/fluxbox/windowmenu. The new one from -r1 is correct.
