Well, I got it to build when I added:

append-flags -D_GNU_SOURCE

to the src_unpack() in the ebuild.

When using new glibc's this seems to be a common fix. Are the official cups
makefiles not defining _GNU_SOURCE, or is the Gentoo make file which should
have it?
