dev-util/rapidsvn-0.9.6: Update WebDAV check for newer Subversion ebuilds.

Newer Subversion ebuilds have IUSE="+webdav-neon webdav-serf" instead of
IUSE="nowebdav".
Both Neon and Serf provide support for WebDAV.
