This is a simple mismatch of timestamp. change autoconf to autoreconf and your build will be successful.

This actually only fails with autoconf-2.61 which is why base-system is cc'd.

the package unpacks fine for me, but autotools arent run on my system ... and i dont see any calls to autotools in the ebuild ...

I am not that familiar with that stuff, dealing with mostly Java stuff :( Please feel free to update ebuild, or comment here about any changes that I need to make. I have been dialing in or trying to other aspects of the ebuild. Was syncing it with the -9999 one in an overlay dep wise. But seems there was some stuff off there. Not sure if it's deps have been updated since. Will go check.

i never once said there wasnt a bug, i said i couldnt reproduce it and couldnt find where the code in question was being executed. so, if you dont have anything to contribute, shut it instead of posting pointless snarky comments.

One is an issue with gconf and other is issue with autoconf.
