There is currently an approach to stabilize dhcp-3.2.3 (see bug #214754). The
issue is that this version will not work with a plain xen-sources kernel. We
need an xen-sources-2.6.21-r1 that applies the following patch:

darling and close bugs #215295, #216005, #217666 and #222381 as dhcpcd-4 is now
in stable and closes those issues
