The default installation of the tetex's dvips seems to ignore the
user config file .dvipsrc:

Reproducible: Always



Expected Results:  
Output files should reflect the changed configuration file.

It is possible to work around this problem by setting the offset option
globally in the config.ps file, which is used.

well... texlive's one seems to not ignore it. Is tetex's dvips supposed to
support this ?

Anyway, I really recommend you migrate to texlive which, unlike tetex, is not
outdated.

The dvips in any distribution is supposed to support this; at least that's
what the man and info pages for dvips indicate.  Also, it did work in
tetex at some point.  Unfortunately, I don't know when it stopped working,
it could be a while back, I use pdflatex these days for most things.

I'll happily follow the recommendation to migrate to texlive, but only after
it becomes officially unmasked.
