I was doing a "emerge -uND world" and got these blockers:

after asking for help at the german gentoo-forum someone pointed out that the
x11-themes/liquid-0.9.7 package was demanding for the "kde-base/kwin" package:

so,taking a look at the ebuild he found:

                                              missing "*"

after adding the missing "*" and executing

ebuild /usr/portage/x11-themes/liquid/liquid-0.9.7.ebuild digest

the blockers disappeared...
