If the user has the kde-base/kdebase-kioslaves:kde-4 package unmasked, then it
will be pulled in as a dependancy of the kde3 version of khelpcenter.

Reproducible: Always

Steps to Reproduce:
1.unmask kde-base/kdebase-kioslaves:kde-4
2.emerge kde-base/khelpcenter:3.5
3.

Actual Results:  
the kde4 version of the kioslaves was depended on

Expected Results:  
the kde3 version - that is, the same version as khelpcenter - being depended on
