According to emul-linux-x86-soundlibs/ChangeLog a cirular rdep is fixed in
emul-linux-x86-soundlibs-20071125.ebuild removing (I suppose) the line:
  arts? ( >=app-emulation/emul-linux-x86-qtlibs-20071114 )

But in this way, running revdep-rebuild I get
 * Checking dynamic linking consistency
 *   broken /usr/kde/3.5/lib32/libqtmcop.so.1.0.0 (requires libqt-mt.so.3)
reopening Bug 200163 (emul-linux-x86-qtlibs is not installed)

When is /usr/kde/3.5/lib32/libqtmcop.so.1.0.0 required? Deleting it and running
revdep-rebuild again I get
 * Dynamic linking on your system is consistent... All done.

Couldn't /usr/kde/3.5/lib32/libqtmcop.so.1.0.0 be packaged within
app-emulation/emul-linux-x86-qtlibs?
