When initializing the database for the first time running etc-proposals I get:

I get this with and without the berkdb USE flag being on in python. I also got
it with and without dev-python/bsddb3 installed.

I dont think this is a duplicate of bug 203984.
This is not a bug in etc-proposals, but in the python package (as can be seen
from the stack trace).
I would bet a box of beer that this is a duplicate of the dreaded bug 179377 -
see there for workarounds.
