Bugzilla Bug 200245

emul-linux-x86-qtlibs-20071114-r1 appears to be missing the "built_to_use"
command.  This causes the "arts" USE flag against emul-linux-x86-soundlibs to
fail, and the installation aborts.  emul-linux-x86-qtlibs-20071114 did not 
have this problem.
