Bugzilla Bug 194083

I tried at about 9 PCs to delete old linux sources with

    emerge -C vanilla-sources-2.6.23_rc3

then I tried to delete packages remove from the portage tree with:

    emerge -C net-print/hpijs app-emacs/eieio media-plugins/gst-plugins-dvdnav
app-emacs/speedbar


At 8 PCs the command failed with something like:

  File "/usr/lib64/portage/pym/portage.py", line 7390, in unmerge
    self._unmerge_pkgfiles(pkgfiles, others_in_slot)
  File "/usr/lib64/portage/pym/portage.py", line 7632, in _unmerge_pkgfiles
    os.rmdir(obj)
OSError: [Errno 16] Device or resource busy: '/usr'

I checked the filesystem but the error did not disappear.  At one PC 'emerge
-C' has no difficulties. The only difference I found between these two classes
of PCs is:
   At the PC where 'emerge -C' is working there is no seperate /usr partition.
At all other PCs, where 'emerge -C' is not working,  there is a seperate /usr
partition. 
At all PCs there is portage-2.1.3.10 installed.
