/var/vzquota is incorrectly removed upon reinstall of vzquota if it is empty

Reproducible: Always

Steps to Reproduce:
1. Install vzquota
2. Immediately re-install vzquota
Actual Results:  
Removes empty dir belonging to vzquota package.

Expected Results:  
Should keep dir belonging to it.
