I did everything as described by BUG 142601... removed pear.conf file reemerged
PEAR-PEAR ... it's not working...! pear clear-cache ... not working!

Sorry. If none of the suggestions on duplicate bugs (142601,
131086 and others) works for you, then get a binpkg from someone for
whom it works. We cannot reproduce this and as such cannot fix it either.
