I have problem when I want to install usbutils on server on local network without outgoing internet connection. I have many servers in local network and one server connected to the Internet providing Gentoo mirror. Sys-apps/usbutils is trying to download file from http://www.linux-usb.org/usb.ids, but it is not possible without outgoing Internet connection. It's possible to skip that? I mean, it would be nice to have USE flag for that. Something like USE="-ids" emerge usbutils could try to download usb.ids file from GENTOO_MIRRORS.
This is not a support forum; also this is not our problem at all. Delete the cronjob.

This is not problem of update of the usb.ids file when the usbutils are already installed. This is problem of installation! I'm not able to install sys-apps/usbutils-0.71-r1 without outgoing internet connection because it's traying to download that file by the installation process. The sys-apps/usbutils-0.71-r2 doesn't have this problem any more. I vote to stabilize the sys-apps/usbutils-0.71-r2 to clear off this problem.
