This is not about app-doc/gimp-help-0.10 failing on libxslt-1.1.20.
This is about conflicting dependencies. It depends on bug #159642, but it is
still a different bug.

If gimp-help-0.10 cannot compile against libxslt-1.1.20 no packages in portage
should depend on libxslt-1.1.20.

This bug should stay reopened as long as gimp-help-0.10 is in portage or as
long as gimp-help-0.10 cannot compile against newer versions of libxslt.

Two related bugs - but not duplicates.

The dependency will stay as it is unless you have a patch, pretty simple. 
package.mask >dev-libs/libxslt-1.1.17.
