Hello!

net-misc/ntp (all current version in Portage tree, 4.2.2_p3 - 4.2.4)
depends on sys-apps/portage. Is this needed? Maybe virtual/portage would
suffice and it would help in adoption of other package managers. It may be also
possible to remove this dependency as all present sys-apps/portage versions are
higher  than required if this dependency is result of some needed portage
features.

the depend is not needed anymore as the version it requires has been stable for
quite sometime
