I believe they can co-exist, and I would like to have emerge -u world give me
the latest 
stable version while I have 3.0 installed.

uhm, they are in different SLOTs: kdevelop-2.x has SLOT=0 (defined 
in kde.eclass), kdevelop-3.0_alpha* has SLOT=3. 
or do i miss anything?

I don't know what else could explain the fact that 2.1.3 wasn't upgraded while
I had 
3.0 installed...

ok, this is a bug in portage, marked as duplicate. 
kdevelop is slotted correctly, thanks.
